Finance Ministry issued two circulars

According to the news published in Financial Express, the government will soon release information about the rules and conditions related to the 8th Pay Commission. After this, the chairman and members of the commission will be appointed. Last month, the Finance Ministry had issued two circulars stating that the process of appointment of 40 employees for the commission is going on. Most of these posts will be filled by officers from different departments.

Demand for fitment factor 2.86

Employee organizations are constantly demanding a higher fitment factor. Some organizations are demanding to increase the fitment factor to 2.86 so that there can be a good increase in salary and pension. But it is unlikely that the government will agree to this demand. Former Finance Secretary Subhash Garg said that a big hike like 2.86 is not possible. But the government can keep the fitment factor close to 1.92. The new commission, which will be implemented with the new fitment factor, will replace the 7th Pay Commission.

What will be the actual salary increase?

The fitment factor is applied to the basic pay. For example, if the commission recommends a fitment factor of 1.92, then the minimum basic pay will increase from Rs 18,000 to Rs 34,560. This number looks big, but experts say that a large part of the fitment factor goes for inflation adjustment. This simply means that the actual salary growth will be less than this. This simply means that the figure of 2.86 may seem big but the actual benefit may be less.

The fitment factor was 1.86 in the Sixth Pay Commission

Let us tell you that under the Sixth Pay Commission (2006), the fitment factor was 1.86. But the actual salary growth was about 54%. Whereas, in the 7th Pay Commission (2016) the fitment factor was 2.57, but the actual salary hike was only 14.2%. The reason for this was that most of the fitment of the 7th Commission went into adjusting the dearness allowance (DA). It is clear from this that the mathematics of the fitment factor is not so easy.

Expectations of employees

Employees and pensioners are expecting a good growth in their salary in the 8th Pay Commission. But experts say that after inflation adjustment, the actual growth may be less than expected. The government will have to strike a balance between the demand of the employees and the economic situation. The 8th Pay Commission will be important not only for the employees but for the entire government structure.
