In Rajasthan, Jodhpur District Consumer Disputes Redressal Commission II has imposed a fine of five thousand rupees on the railways for rats munching on a passenger’s suitcase while traveling in a train. Mahendra Singh Kachhawa, a resident of Sursagar, Jodhpur, submitted a complaint to the commission against the DRM of Jodhpur railway station, saying that on January 2, 2013, during the journey from Ahmedabad to Jodhpur by Suryanagari Express, there was no proper pest control and dirt in the coach due to the rats.

He cut his suitcase and made a hole in it. His complaint was also lodged at Jodhpur railway station as soon as he got down from the train. The Railways in its reply before the Commission denied that there was dirt and rats in the coach and argued that no separate fare was paid for the suitcase. In such a situation, the railway is not responsible for the safety of the baggage not booked by the passenger.

Commission’s Chairman Dr. Shyam Sundar Lata, members Dr. Anuradha Vyas and Anand Singh Solanki’s bench, after hearing both the sides, said in the decision that the rail-fare also includes the facility of carrying luggage by the passenger with him. Reason: Railway is responsible for the safety of the goods.

After examining the complaint lodged by the complainant at the station by the commercial manager, considering it to be correct, a fine has also been imposed on the cleaning contractor for the mess. Due to this, now the railways does not have the right to retract in this regard before the commission. The commission considered the cost of the suitcase to be Rs 2790, in addition to the cost of the suitcase, to the complainant to pay an amount of five thousand rupees for physical and mental compensation. Railway has been ordered.
