The government has made a major change to the toll fee rules for vehicles without FASTags plying on national highways. Starting November 15, 2025, vehicles paying in cash at toll plazas will be charged double the toll fee. Vehicles paying through UPI or other digital means will only be charged 1.25 times the toll fee. This move aims to promote digital payments and bring transparency to the toll collection process.
New toll fee rules and their impact
To illustrate, if the toll fee is ₹100 for FASTag payments, it will increase to ₹200 for cash payments. Conversely, it will increase to ₹125 for digital means like UPI. This change is a significant improvement over previous rules, where both cash and digital payments were charged double the amount.
The Ministry of Road Transport and Highways has implemented this under the third amendment to the National Highway Fee (Determination and Collection of Rates) Rules, 2008. The ministry says this policy will encourage travellers to use digital payments, thereby reducing congestion at toll plazas, reducing travel time and making the transaction process faster and smoother.
The growing importance of digital payments
Digital payments will reduce waiting times for passengers at toll plazas and ensure transparency for the government. By charging higher fees for cash payments, the government aims to encourage passengers to adopt FASTag or digital payments. This will also benefit the environment, as pollution will be reduced through reduced congestion and stoppages at toll crossings.
This rule will bring a significant change for travelers who previously didn’t have a FASTag and paid in cash. They will either need to install a FASTag or pay digitally, which will be more cost-effective. Furthermore, congestion and jams at toll plazas will be reduced, leading to improved traffic management on the country’s national highways.
Government order
The Ministry of Road Transport has clarified that this change was necessary to promote the use of modern technology, bring transparency to toll operations, and improve passenger travel. These new rules will come into effect nationwide from November 15th, and all passengers are requested to immediately install FASTag or choose digital payment options to avoid higher fees.
