The condition has to be fulfilled to get the allowance
As per the order, the specialist/general duty medical officer is required to pay an average of 20 visits to the hospital every month or 20 outside his normal duty hours. Must give certificate

No conveyance allowance will be admissible while on duty, on leave and during any temporary transfer. Medical officers/specialists claiming the lowest rate and not using motorcar or motorcycle/scooter will also have to submit a certificate along with the salary bill.
And what are the conditions?
Specialist/Medical Officer drawing conveyance allowance within a radius of 8 km or more within the municipal limits of the city will not be entitled to draw any daily allowance or mileage allowance for traveling on official duty. . In the case of specialists posted in Dr. Ram Manohar Lohia Hospital and Safdarjung Hospital under CGHS, the conveyance allowance as per this order will be admissible only to those who have been appointed to multiple posts.
