These are the correct rules,

let us tell you that according to the amended Motor Vehicle Act (2019), there is no provision of fine for driving a vehicle wearing half shirt or lungi. Apart from this, there is no rule mentioned for not keeping an extra bulb in the vehicle or imposing a fine on the driver even if the windshield of the car is dirty.

Simply put, you can drive wearing a shirt, T-shirt or lungi of your choice. By doing this, the traffic police cannot fine you. If the traffic police imposes a fine on you, then it will be considered illegal and you can also file a complaint against it.

The government itself told the truth

Transport Minister Nitin Gadkari had made a tweet four years ago in 2019, appealing to ignore the rumours. It was told in this tweet that there is no provision of penalty for driving wearing half shirt, lungi or slippers in the Motor Vehicle Act. However, by changing the rules from 2021, driving wearing thongs, sandals or flip-flops has been banned. This is because due to loose thongs, they can slip from the feet while driving and an accident can happen. There is a provision of a fine of Rs 1,000 for driving a vehicle wearing slippers.

Forcibly removing the key is a crime

You must have seen many times that the traffic police forcefully take out the key from the vehicle of the rule breakers or let the air out of the tyre. Doing so is also a legal offense. According to the Motor Vehicles Act, the traffic police does not have the right to seize your vehicle.

On breaking the traffic rules, the challan of your vehicle can be deducted only by an ASI level police officer. As per the Motor Vehicle Act 1988, ASI, SI and Inspector are empowered to do spot fine.
