New orders issued for central employees! New rules set regarding pension and gratuity of employees and pensioners, know rules details

Now new orders have been issued regarding pension and gratuity of employees and pensioners. New rules have been set regarding the pension of suspended employees, which is very important for the employees to know. Employees will be provided pension and gratuity benefits under this rule. Let’s know about it.


In fact, by the Department of Pension and Pensioners’ Welfare (DoPT) for pension and gratuity by a government employee under suspension under the 7th pay commission of employees under the Central Civil Services (Pension) Rules, 2021 CCS(Pension) Rule 2021 Important updates are provided on the condition of time passed as qualifying service or otherwise. In the order issued by DoPT, new rules have been set regarding the pension of suspended employees, which is very important for the employees to know. Employees will be provided pension and gratuity benefits under this rule.

It has been said in the issued order that the Department of Pension and Pensioners’ Welfare has notified the Central Civil Services (Pension) Rules, 2021 in supersession of the Central Civil Services (Pension) Rules, 1972.

As per rule 23 of the Central Civil Services (Pension) Rules, 2021, in the case of a Government servant who has been previously suspended for an inquiry into his conduct and who on the conclusion of such inquiry would have been wholly acquitted or only a minor fine is imposed and the suspension is deemed to be wholly unreasonable.

Wherein the time spent by him under suspension is required to be counted as qualifying service. In other cases, the period of suspension should not count as qualifying service, unless the authority competent to pass an order under the rule governing such matters expressly declares at that time that it as may be declared by the competent authority.

In all cases of suspension, the competent authority is required to pass an order specifying that, in this regard, the Government servant, if any, shall count the period of suspension as qualifying service and shall be in the service book. A certain entry will be required.

All Ministries/Departments are requested to take strict implementation of the above provisions in respect of calculation of time elapsed as qualifying service for pension and gratuity under the Central Civil Services (Pension) Rules, 2021 or otherwise. To be brought to the notice of the concerned personnel along with pensionary benefits in the Department and attached/subordinate offices under it.
