Lucknow, JNN. Lockdown 4.0 has been implemented since Monday, with no expected improvement in lockdown three times in the country to curb the global pandemic corona virus infection. Strictness has also been increased in Uttar Pradesh, while a small relaxation has been given on relief sites. The lockdown in the country as well as Uttar Pradesh has now been extended till 31 May.

The states’ opinions have been taken into consideration in the guidelines issued for the fourth phase of nationwide lockdown. Guidelines have been prepared on the basis of the views expressed in the meeting of the Chief Ministers of the states with Prime Minister Narendra Modi on 11 May. Fines will have to be paid if you leave without mask, noisily from Monday. Fines like eating pan, gutkha, khaini in public places will also attract a fine. Police can also take action for this.



A nationwide lockdown was imposed on March 24 following a public curfew on March 22 to prevent the spread of the corona virus. The rules were quite strict in the first lockdown. This was followed by Lockdown 2.0 starting from 15 April, lasting till 3 May. The lockdown was extended again when Corona cases did not decrease, ending on May 17. Now the fourth phase of lockdown will run till 31 May.

Uttar Pradesh Chief Minister Yogi Adityanath had indicated a few days in advance that there would not be much scope for relaxation in lockdown 4.0 in the state. CM Yogi Adityanath said that this time is very challenging and he does not want community spreading. He said that we are finding it difficult to give more leeway in Lockdown 4 as well. Meanwhile, making arrangements for those who are coming from other states and cities is our first priority.

Relaxation in some restrictions and change in some conditions

In the midst of efforts to curb the corona infection, the country has also extended the lockdown period in Uttar Pradesh to 31 May. While many restrictions have been relaxed in Lockdown-4, some conditions have also been changed. Under the new guidelines of the central government, now state governments have been empowered to be able to divide the zone from their level. Accordingly, the lockdown rules will be implemented. The Red, Green and Orange zones can be decided on different basis in the states.

This is the guideline of lockdown 4

1- Under the lockdown 4, the district administration will decide who to create a containment zone in the Red and Orange zones.

2- Permission has to be obtained for any work in the Containment Zone. The movement of people will be stopped, but medical emergency and related work will be possible.

3- A large-scale campaign will be launched to investigate the corona virus patients in the containment zone, so that the outbreak of the epidemic can be completely prevented.

4- Like other states of the country, the movement of common people will be banned from 7 am to 7 am in all zones in UP. The district administration will issue orders for these areas.

5 Under the new guidelines of the Ministry of Home Affairs, sick persons, elderly, pregnant women and children below 10 years have been instructed to stay indoors. This has to be followed in UP as well.

19 cities of Uttar Pradesh in red zone

Although the figures of corona infection in Uttar Pradesh may be lower than other states, but 19 districts here have been included in the Red Zone. 19 districts of the state have been kept in Red Zone, 36 in Orange Zone and 20 in Green Zone. Restrictions will continue in the red zone areas.

Red Zone of Uttar Pradesh

The most infected Agra is also in the Red Zone along with Lucknow, the capital of Uttar Pradesh. Apart from these, Meerut, Saharanpur, Kanpur Nagar, Moradabad, Firozabad, Gautam Buddha Nagar, Bulandshahr, Rae Bareli, Varanasi, Bijnor, Amroha, Sant Kabir Nagar, Aligarh, Muzaffarnagar, Rampur, Mathura and Bareilly have been kept in the Red Zone.

Orange Zone of Uttar Pradesh



Districts that are relatively less affected by the corona virus infection in Uttar Pradesh, but sensitive are placed in the Orange Zone. These include Ghaziabad, Hapur, Baghpat, Basti, Badaun, Sambhal, Oraiya, Shamli, Sitapur, Bahraich, Kannauj, Azamgarh, Mainpuri, Shravasti, Banda, Jaunpur, Etah, Kasganj, Sultanpur, Prayagraj, Jalaun, Mirzapur, Etawah, Pratapgarh, Gajpur , Gonda, Mau, Bhadohi, Unnao, Pilibhit, Balrampur, Ayodhya, Gorakhpur, Jhansi, Hardoi and Kaushambi. Shamli came from Red Zone to Orange Zone, but will not get relief. DM did not get any concession in the clear Orange Zone. Following the instructions of the Government of India after May 3, the instructions received can be followed.

Green Zone of Uttar Pradesh

Those districts of Uttar Pradesh have been kept in Green Zone, which will get relief after May 3. Here, once the lockdown opens, it will be mandatory for people to wear masks along with rescue measures. On exiting the house, it will be necessary to apply mask and take care of physical distance. The Green Zone has Barabanki, Lakhimpur Kheri, Hathras, Maharajganj, Shahjahanpur, Ambedkarnagar, Ballia, Chandauli, Chitrakoot, Deoria, Farrukhabad, Fatehpur, Hamirpur, Kanpur Dehat, Kushinagar, Lalitpur, Mahoba, Siddharthnagar, Sonbhadra and Amethi.

Things are different in Uttar Pradesh

16 out of 75 districts were Corona Free when Lockdown 3.0 was implemented in Uttar Pradesh, but now the case is different. Agra, Meerut, Lucknow, Kanpur included in the Red Zone, as well as the situation in other 19 cities only got worse. For this reason, with the implementation of Lockdown-4.0 in the state, the strictness has also been increased. CM Yogi Adityanath had also indicated this during the video conferencing with Prime Minister Narendra Modi.

Made the rules more strict

The rules are further tightened in Lockdown 4.0. Punishment for violating them has also been prescribed. This time it is clearly stated in the guidelines that you can be punished for violating the lockdown. A new guideline has been released by the Ministry of Home Affairs. This time a strict guideline has also been issued for the workplace. There is a directive to ensure the availability of thermal scanning, handwash and sanitizer in all entry and exit gates and common areas in every workplace. Sanitize the public facilities and all the places that come in human contact, such as door handles etc., along with constantly sanitizing the workplace. Everywhere at the workplace, the person in charge should follow the physical distance, the distance between the workers remains adequate, the middle of the two shifts and the distance between the staff during the lunch break.

No new exemption to agra

Agra District Collector Prabhu N Singh has clarified that there has been no change in the situation in Agra. At present, the guidelines of the state government are being prepared on the instructions issued by the central government. After this arrival, the situation will be decided further. Restrictions will continue for the time being. SSP Bablu Kumar informed that two-wheeler checking will be speeded up from Monday. Those who leave without a mask will be fined. Police will be stationed at every intersection, Tirahe for checking. There are 30 hot spots in Agra city.

Drone will monitor the hotspot

The entire focus of the police is now on the hotspot. Drone cameras will be installed again to monitor them. Pictures of the cameras will be taken from the control room of the Smart City. They will know from which road people are leaving. There will be increased vigor.

This will be the arrangement

1. People are not allowed to leave the house even from necessary work in the hotspot.

2. People outside the hotspot can go to work by applying masks and following traffic rules if necessary.

3. Farmers will continue to allow agricultural work (harvesting, sowing).

4. Door step delivery of milk and vegetables will be allowed. Milk packet will be available only.

5. Not allowed to bring groceries directly from the shops, home delivery can be done.

The situation will remain the same in Lucknow

The people of Lucknow were expecting some more relief in Lockdown 4.0 but in view of the ever increasing infection of Corona, the administration has directed to keep the lockdown in force till further orders. The people of the capital will have to follow the lock-down as before. According to District Magistrate Abhishek Prakash, necessary and necessary services are continuing in the capital, apart from this, Singil shops are also opening in all places. For this reason no other relief or relief is being given. Everything will be the same as before. People are also requested to cooperate with the administration in this way so that the spread of infection can be stopped. Lockdown 4 is in effect from tomorrow. People were hopeful that lockdown four could lead to online delivery from restaurants, hosiery and restrictions on shopping malls, But given the kind of situation, the administration is not in a mood to take any threat. DM says that the situation is constantly being assessed and accordingly a decision will be taken to remove the restrictions.

There is currently no exemption in Meerut as well 

The lockdown in 4.0 in Meerut is not going to be exempt. According to the guide lines of the central government, many kinds of relief have been given, but its benefit is not going to be given to Meerut at the moment. DM Anil Dhingra clarified on Sunday night that since Meerut is in the Red Zone and cases of infection are not stopping, vigilance is more important here. With this, no guide line has been fixed by the state government so that the status quo will remain in Meerut. As it is, there is a complete lockdown in Meerut on Monday and on this day all services except milk, drug sales and newspaper distribution will be closed. Banks will open, but not for customers, banks will do their personal work. Petrol pumps will be open. No decision has been taken yet about the change in the functioning of government offices here. At present, employees are coming under rotation in government offices, These offices are not open to the general public. Meerut District Magistrate Anil Dhingra says the entire lockdown is being strictly enforced, stern action is being taken against those who are moving out of unnecessary homes. It is also being monitored by drones.

Countrywide Guidelines for Locked 4.0 for Kovid-19

It is mandatory to cover the face with masks in public and workplaces.

Physical distance will be followed in public places and during transportation.

Consumption of alcohol, paan, gutkha, tobacco is not allowed in public places.

The funeral will have to follow physical distance and maximum 20 people will be able to go.



The shops have to be kept at a distance of 6 feet and there should not be more than 5 people.

Spitting on public and workplace punishable with fine, which may be in accordance with law and determined by the State / UT.

Adherence to physical distance will have to be ensured at the wedding ceremony and no more than 50 guests will be allowed.

Strict punishment for lockdown violation

It is extremely important for every person to follow the lockdown. If you do not deliberately follow the lockdown then action will be taken against you according to the Disaster Management Act, 2005. Sections 51 to 60 under the Act describe what can happen if you violate the lockdown.

Section 51- Punishment for obstructing people who do not follow the instructions of the Central Government or State Government or the concerned authority under this Act or who try to bind the officers and employees of the Central, State or other concerned authority. May be punished with one year sentence or fine or both.

Section 52- For a false claim, if a person makes a false claim in order to get any kind of benefit, he can face a maximum of two years in jail and a fine can also be imposed.

Section 53- Embezzlement of money or material If a person misappropriates money or material for the disaster, a maximum penalty of two years and fine can be imposed.

Section 54- Giving false warning If a person spreads any false warning related to disaster, then he can be punished with imprisonment for one year and fine.

Section 55- If a crime is committed by a government department, then the head of that department will be deemed guilty and action will be taken against him if he does not prove that the crime happened without his knowledge and any contribution thereto. Is not.

Section 56- Failure to perform duty or connivance on violation of act, if any officer does not perform his duty properly or excludes himself from it, he can be punished with imprisonment for one year or fine.

Section 57- In case of violation of orders of necessity, if a person disobeys the orders given under Section-65, then he can be punished with a maximum of one year in jail or fine.

Section 58- Offense by company If an offense is committed by a company, the company, every member who has committed the offense and who had the responsibility at that time, shall be deemed responsible. They will also be prosecuted.



Section 59- Previous sanction for prosecution shall not be imposed without prior approval of the authorized officer prosecuting for offenses under sections 55 and 56 of this Act.

Section 60- Cognition of offenses No court shall take cognizance of any offense other than the complaint made under this Act. However, it depends on a few things.
