The ECI released the numbers on Thursday, November 27, 2025. This phase covers 12 States and Union Territories, impacting a total of 50,97,44,423 electors.

This is where the political friction comes in. Two massive states are pulling the average down, while smaller regions have essentially finished the work.

The Pressure

The enumeration phase ends December 4. The draft list is published December 9. If the data isn’t digitized by the deadline, those electors—especially in U.P. and Kerala—run the risk of their details being incomplete or incorrect when the draft rolls are published.

The search results confirm there’s an intense human resources crunch in places like Kerala, which is simultaneously running local body elections. Some petitioners even told the Supreme Court that the workload is crushing the BLOs. That’s the reality on the ground.
