8th Pay Commission: The organization leading a large section of government employees has submitted the proposed Terms of Reference (ToR) for the 8th Pay Commission to the government.

8th Pay Commission: The 8th Pay Commission will bring many gifts with its arrival. The Terms of Reference (ToR) proposed by the employee organizations to the government for the Pay Commission includes giving at least 3 promotions to government employees in their service, increasing pension every 5 years and giving many benefits.

The Terms of Reference proposal was made and given to the government

The National Council of Joint Consultative Machinery (NC-JCM), leading a large section of government employees, has recently sent the proposed Terms of Reference (ToR) for the 8th Pay Commission to the government through the Department of Personnel and Training (DoPT). This proposal demands comprehensive reforms in the existing salary structure, allowances, pension, promotion and service conditions, which can benefit millions of employees and pensioners.

More than 50 lakh employees included

From this report, let us understand what are the main demands of the employees and which class will be affected by them. The classes that have been recommended to be included in the scope of the 8th Pay Commission include industrial and non-industrial employees of the Central Government, officers of All India Services, personnel of defense forces and paramilitary forces, rural postal workers, personnel of Union Territories, officers of the Indian Accounts and Audit Department, employees of the Supreme Court, members of regulatory bodies constituted by Parliament (except RBI), employees of autonomous institutions of the Central Government.

1. Creating a new salary structure

It is proposed to fix a new salary package for employees of all levels from January 1, 2026. Along with this, NC-JCM has emphasized that while fixing the minimum salary, various decisions of the Supreme Court should also be kept in mind so that living can be done in a better way. Apart from this, it has been said to update the Dr. Aykroyd formula of the year 1957 according to the current economic situation. Also, it has suggested adopting the formula of 3.6 consumption units per family, as mentioned in the 2019 report of the Ministry of Labor. Employee organizations have also recommended merging Level 1, 2 and 3 of Pay Matrix into Level 4, 5 and 6 respectively so that the unequal pay structure can be corrected.

2. There should be at least 3 promotions

Employee unions have demanded to ensure at least 3 promotions during government service. Also, it has been recommended to change the Modified Assured Career Progression (MACP) scheme to a promotion based system.

3. Merging dearness allowance into salary

The matter of incorporating the percentage of current dearness allowance (DA/DR) into salary and pension is also included in the major demands.

Along with this, it has been proposed to give immediate relief to employees and pensioners before the implementation of the recommendations of the 8th Pay Commission.

4. Change the terms of the 7th Pay Commission and increase pension every 5 years

Many anomalies of the 7th Pay Commission raised by the staff side have not been resolved yet. The 8th Commission is expected to solve these issues permanently. Apart from this, improvements have been proposed in retirement benefits like Pension, Family Pension, Gratuity. Restoration of commuted pension should be done in 12 years instead of 15 years and pension should be increased every 5 years as per the recommendation of the Parliament Committee. Also, there is a demand to give the benefit of old pension scheme to the employees appointed after 1 January 2004.

5. Facility of cashless treatment for treatment

There is a demand to make medical facilities simple, cashless and accessible to all pensioners (including the postal department). An increase in Fixed Medical Allowance (FMA) has also been recommended.

6. Amendment in Children’s Education Allowance

It has been recommended to increase Children Education Allowance and Hostel Subsidy up to PG level. Apart from this, there is talk of restoring the discontinued advances (such as computer, marriage, scooter loan etc.).

7. Risk Allowance for Railway and Defense Employees

There has been a demand to give Risk Allowance to the employees of Indian Railways. They work 24×7 and 365 days a year, in which there is a risk of loss of life and property. Apart from Risk Allowance, insurance and special compensation have also been demanded for defense employees who make weapons, ammunition, acid, chemicals etc.
