8th Pay Commission Recommendations may be implemented from January 2026

8th Pay Commission: The central government has assured the central employees regarding the formation of the 8th Pay Commission. The government says that the commission will be constituted soon so that the reforms in the salaries, allowances and pension of the employees can be implemented on time.

Experts believe that if the commission is constituted on time, its recommendations can be implemented from January 1, 2026. This will directly benefit about 50 lakh central employees and more than 60 lakh pensioners.

The announcement was made in January (8th Pay Commission)

The 8th Pay Commission was announced in January this year. However, there has been no concrete progress since then as employees are awaiting the appointment of key panel members and the Terms of Reference (ToR). A delegation of the Government Employees National Confederation (GENC) raised several issues in a meeting with Union Minister of State (Personnel, Public Grievances and Pensions) Dr Jitendra Singh on August 4.

Key issues raised and Government response

Reduction in residency period for promotion

  • Demand: Promotion period should be reduced for career progression of employees.
  • Answer: The Minister said that this issue will be discussed after the formation of the Commission.

Cashless treatment in CGHS and CS(MA) hospitals

  • Demand: Employees are facing problems due to lack of cashless facility.
  • Answer: The Minister assured that action will be taken on this with the Health Ministry.

Regular holding of JCM meetings

  • Demand: Meetings of the Joint Consultative Machinery (JCM) should be regular at all levels.
  • Answer: The Minister said that instructions have already been given to all the ministries and it will be strictly implemented.

Pay Fixation and Leave Encashment for Re-employed Ex-Servicemen (PBOR)

  • Demand: Equal facilities and justice should be ensured.
  • Answer: The Minister said that this matter is under active consideration.

Model Recruitment Rules for Fire Fighting Staff

  • Demand: Same recruitment rules should be applicable in all departments.
  • Answer: The minister said that this proposal will be considered.

Conversion of Half Pay Leave (HPL) into Commuted Leave without Medical Certificate for up to 3 days

  • Demand: CCS (Leave) Rules, 1972 should be amended.
  • Answer: The minister said it was appropriate and asked the concerned department to consider it on priority.

Future expectations

Employees and pensioners are expecting that after the formation of 8th Pay Commission:

  • Increase in basic pay and allowances
  • Reforms in Pension and Dearness Allowance (DA)
  • Clarity on National Pension System (NPS) and Old Pension Scheme (OPS) issues

The government has indicated that work on the formation of the commission is progressing rapidly and an official announcement is likely soon.
