Central Government Employees Salary Hike: The central government has indicated that the 8th Pay Commission will be formed soon. Crores of central employees and pensioners will benefit from this. Many demands like OPS restoration, DA arrears, promotion rules and cashless treatment were raised in the meeting.
8th Pay Commission Update: More than 1 crore central employees and pensioners across the country are going to get a big relief. The central government has indicated that a big decision can be taken soon regarding the 8th Pay Commission. Union Minister Dr. Jitendra Singh has assured that discussions are going on with the state governments and the formal announcement of the formation of the commission will be made soon.
Actually, the 8th Pay Commission was announced in January 2025, but till now there was a delay in the appointment of its panel members and the Term of Reference (ToR). The Government Employees National Confederation (GENC), representing the employees, met Minister Dr. Jitendra Singh on 4 August 2025 and discussed their demands. When will the 8th Pay Commission be constituted?
The meeting started with this issue. The employee organizations clearly said that the commission should be formed as soon as possible. On this, Minister Dr. Jitendra Singh assured that talks are going on with the state governments and the formation of the commission will be announced soon.
NPS and UPS abolished and OPS restored
The organization demanded the abolition of the National Pension System (NPS) and Unified Pension Scheme (UPS) and insisted on the return of the Old Pension Scheme (OPS). The minister showed seriousness on this issue and organized an immediate meeting of GENC with the Pension Secretary.
Release of DA arrears
During Covid-19, the employees raised the demand for DA arrears which were pending for 18 months. However, the government made it clear that there is no plan to release it. Meaning, the government has rejected this demand.
Increasing the quota of compassionate appointments
Employee organizations appealed to increase the 5% limit for compassionate appointments. The minister said that this limit is fixed by legal orders and it is not possible to increase it at present.
Demand to reduce the period of pension restoration
The GENC said pension restoration should happen in 12 years instead of 15. The minister responded that the department has already made its stand clear on this and there is no possibility of it changing.
Relief in promotion rules, flexibility in holidays
On the demand of reducing the minimum period for romotion, the minister said that it will be placed before the 8th Pay Commission after its formation. There was also a demand to convert half pay leave into commuted leave for 3 days without medical certificate. The minister considered it appropriate and assured to get it investigated from the concerned department.
Cashless treatment facility in hospitals
The employees complained that they face difficulties due to lack of cashless treatment facility in CGHS and CS(MA) hospitals. On this, the minister assured that this will be discussed seriously with the Health Ministry.
JCM meetings should be regular
The organization raised questions over the non-regularity of JCM (Joint Consultation Mechanism) meetings. The minister said that instructions have already been given to the ministries and now it will be implemented more strictly.
Salary and Leave Encashment of Ex-Servicemen
The problem of fixing the salary of ex-servicemen and leave encashment was also raised in the meeting. The minister said that this matter is currently under consideration and a solution will be found soon.
Uniform recruitment rules for common cadre
It was advised to make uniform recruitment rules in common cadres like fire fighting staff. Minister Jitendra Singh agreed to this and said that the proposal will be reviewed seriously.
