8th Pay Commission: The central government recently issued the Terms of Reference ( ToR) for the 8th Pay Commission and also appointed a chairman and two members. However, this decision has angered a large number of retired employees.
The All India Defence Employees Federation (AIDEF) has particularly objected to this. They say that the ToR for the 8th CPC does not include the pension revision of 69 lakh pensioners and family pensioners at all , which is unfair .
AIDEF General Secretary C. Srikumar has written a letter to Finance Minister Nirmala Sitharaman demanding necessary changes to the ToR of the 8th CPC . A copy of this letter has also been sent to Defense Minister Rajnath Singh. He says that excluding such a large section is not only wrong but also unfair to those who have served the country for 30-35 years .

Big difference in ToR of 7th CPC and 8th CPC
It simply states that the salary structure should be such that it attracts talent and promotes efficiency. AIDEF says the government should adjust the ToR for the 8th CPC to be similar to that of the 7th CPC , allowing everyone to be included .
Demand to restore Old Pension System ( OPS)
The letter also states that over 2.6 million central government employees across the country are demanding the reinstatement of the Old Pension System ( OPS) instead of the NPS . However, the 8th Pay Commission ‘s ToR does not contain a single word related to OPS . AIDEF insisted that OPS be included in the ToR so that further action can be taken on this long-standing demand .
It is unfair to exclude 69 lakh pensioners : AIDEF
The biggest controversy is that 6.9 million pensioners and family pensioners have been excluded from the scope of the 8th CPC . AIDEF argues that pension revision is every pensioner’s right. Ignoring them at the end of their lifespan is wrong. The 7th CPC clearly provided for pension revision for older pensioners, but the 8th CPC does not.
AIDEF has requested the government to include the pension revision in the ToR for all employees who retired before January 1, 2026. It also reiterated its demands for restoring commutation after 11 years and providing an additional 5% pension every five years.
