The Central Government is considering to give Old Pension Scheme (OPS) to those government employees, whose recruitment advertisements were issued on or before 31 December 2003. According to Dr. Jitendra Singh, Minister of State in the Ministry of Personnel, Public Grievances and Pensions and Minister of State in the Prime Minister’s Office, an opinion has been sought from the Law Ministry on this issue, a decision will be taken after their reply.
Dr. Jitendra Singh said in Parliament that after the decision of the Supreme Court, the government had put this matter under the Ministry of Law. But haven’t got their reply yet. He said that the Department of Financial Services, Department of Pensions and Pensioners’ Welfare (DOP&PW) may take an appropriate decision regarding exclusion of those employees from the purview of NPS and cover them under OPS. These will be those employees for whose recruitment the advertisement was issued on or before 01 January 2004.
The question was asked to the Union Minister in Parliament whether the Department of Pension and Pensioners’ Welfare, in keeping with the Supreme Court’s decision, has asked the Department of Financial Services (DFS) and the Law Ministry to exclude those employees from NPS and transfer them to the old pension scheme. Considerations are invited for inclusion, for whose recruitment advertisements were issued on or before 31st December 2003.
On the other hand, Union Minister of State for Home Nityanand Rai had given a statement in Parliament a few days ago that there is no idea to give the benefit of old pension scheme to the recruits coming to the Central Armed Police Force. He was asked whether the soldiers who came to Paramilitary after January 1, 2004 would get the benefit of OPS or not. According to him, the paramilitary staff are getting pension and other benefits under the Central Civil Services Pension Rules, 1972. But they will have to stay in the new pension scheme.
