The diplomatic push to end the Russia–Ukraine war has gained significant momentum following talks in Berlin on Monday, December 15, 2025.
U.S. officials confirmed that Washington has committed to providing security guarantees to Ukraine—a crucial condition Kyiv has long demanded in exchange for potentially dropping its NATO bid.

U.S. officials, including envoys Steve Witkoff and Jared Kushner, described the proposed assurances as an “Article 5-like” security agreement, a reference to NATO’s collective defence clause.
German Chancellor Friedrich Merz called the agreement a “truly far-reaching, substantial agreement that we did not have before.”

Key Components of the Security Guarantees
The European leaders, in a joint statement from Berlin, detailed the commitments, which are designed to be “robust” and supported by the U.S.:
Multinational Force Ukraine: A European-led force, supported by the U.S., tasked with:
Operating inside Ukraine.
Assisting in rebuilding Ukraine’s forces.
Securing Ukraine’s skies and supporting safer seas.
Troop Levels: Ukrainian forces should maintain a peacetime strength of 800,000.
Legal Standing: The guarantees are expected to be legally binding, with the Trump administration planning to submit the agreement to the U.S. Senate for approval.

The Remaining Obstacles
While U.S. officials claim consensus on about 90% of the U.S.-authored peace plan, the most difficult question remains unresolved: territory.
