Toll plazas: Govt Announces Major Overhaul in Toll Payment System Starting November 15, 2025

The government has made a major change in toll payment rules, which will be implemented across the country from November 15, 2025. Now, if you reach the toll without a FASTag, it may be more cumbersome than before, although there is some good news.

There is big news for highway travelers across the country. The government has made changes in the toll payment rules, which will be effective from November 15, 2025. Now, if a driver crosses the toll without a FASTag, they will have to pay more than before. Relief has also been provided for those who make digital payments.

What does the new rule say?

The Union Ministry of Road Transport and Highways has amended the National Highways Fee Collection Rules, 2008, which states: If a vehicle enters a toll plaza without a FASTag and pays in cash, they will be charged double the toll charge. However, if the same driver pays using UPI or other digital means, they will have to pay only 1.25 times the toll.

Let’s understand this with an example:

Suppose the toll fee is ₹100:

FASTag is working → ₹100

FASTag fails and cash payment is made → ₹200

FASTag fails and digital payment is made → ₹125

This means that digital payers now benefit directly, while cash payment providers will have to pay hefty fees.

Why did the government make this change?

MoRTH says the move is aimed at making the toll collection system transparent, reducing cash transactions and encouraging digital payments. According to the ministry, this will reduce long queues at toll plazas and provide a faster, safer and smoother travel experience to passengers.

Who will benefit the most?

This rule is especially beneficial for drivers whose FASTag is not working or has expired. Now, they will have the option to avoid hefty fines by paying through UPI or digital means.
