The central government has taken another step forward for senior citizens and disabled pensioners. The Department of Pension and Pensioners’ Welfare (DoPPW) has announced the launch of Digital Life Certificate (DLC) Campaign 4.0 across the country.

The Department of Pension and Pensioners’ Welfare (DoPPW) has announced the launch of the nationwide Digital Life Certificate (DLC) Campaign 4.0. The campaign will run from November 1 to November 30, 2025, and will be conducted in approximately 1,600 district and subdivision head offices across the country.
Previously, pensioners had to visit a bank or pension office every year to submit a life certificate. This was a difficult task for the elderly and those with disabilities. Now, with face authentication, they can submit their life certificates from the comfort of their homes using their mobile phones.

Special facilities for those above 80 years of age
The government has made special arrangements for pensioners aged 80 years or older. Such super senior pensioners will be allowed to submit digital life certificates starting in October 2025, ensuring no disruptions to their pensions. Banks have also been instructed to provide this facility to these pensioners starting in October.
Who will help with the campaign?
To make this campaign successful, the government will receive support from pension disbursing banks and the India Post Payments Bank (IPPB). The camps will also provide doorstep services for elderly and disabled pensioners.
How to submit Digital Life Certificate?
Pensioners no longer need to visit a bank branch to submit a life certificate. They can simply use face authentication technology. The step-by-step process is described below.
step 1: First of all go to Google Play Store and download Aadhaar Face RD Application.
Step 2: This app works in the background and it is mandatory to install it.
Step 3: Now the pensioner will have to download Jeevan Pramaan app from Google Play Store.
Step 4: Open the Jeevan Pramaan app and enter your details on the operator authentication screen. Enter your Aadhaar number, mobile number, and email address.
Step 5: Then enter the OTP received on your mobile and submit it.
Step 6: The app will now ask you for permission to scan your name and face. Click Yes to proceed.
Step 7: The app will provide instructions for the face scan. Read them, proceed, and have the camera scan your face.
Step 8: Operator authentication is required only once. Pensioners can also become operators themselves. One operator can create DLCs for multiple pensioners.
Step 9: Next comes pensioner authentication. Enter your Aadhaar, mobile number, and OTP to proceed.
Step 10: – Now you will have to fill in the following information on the screen.
- Name (as per Aadhaar)
- Type of pension
- PPO Number
- Account Number
- Pension issuing agency and other details.
- Confirmation will be asked upon submission.
Step 11: – The face scan will now begin. After the scan is complete, a message stating that the DLC has been submitted, along with the Pramaan ID and PPO number, will appear on the screen. Pensioners can also download this certificate by visiting the official website and entering their Pramaan ID.
