Running households in cities has become increasingly difficult without a maid, driver, or cook. However, a new move by the Karnataka government could make this even more expensive. The government is preparing to introduce the Domestic Workers Bill for domestic workers. Under this bill, those employing maids, drivers, nannies, cooks, or any other domestic worker may be required to pay a welfare fee of up to 5%. Furthermore, it will be mandatory for every domestic worker and employer to register on the government’s digital portal.

What is the purpose of the bill?

The number of domestic workers in cities is steadily increasing, but this sector remains largely unorganized. Workers often face problems such as low or irregular wages, lack of social security, and exploitation. The Karnataka government states that the bill aims to provide these workers with social security, minimum wages, and welfare scheme benefits.

How will registration and fee deposit be done?

  • According to the draft bill, every domestic worker, employer, agency, and app-based platform must register compulsorily.
  • The employer or agency must deposit a welfare fee of up to 5% of the worker’s salary into a government-created fund.
  • This amount must be deposited quarterly or six months through digital transactions.
  • Any discrepancy between the amount deposited and the uploaded statement will result in a penalty for the employer.

What will domestic workers get?

This fund will establish the Karnataka State Domestic Workers Social Security and Welfare Board, which will administer welfare schemes and resolve complaints. Workers will receive:

  • Compensation for workplace injuries
  • reimbursement of medical expenses
  • Pension and education assistance
  • Maternity benefits, weekly holidays and annual leave
  • Training programs and skill development
  • Funeral Assistance

What will be the rules for employers?

The draft bill states that it will be illegal to employ a domestic worker without a written agreement, which will clearly state terms such as salary, working hours, holidays, and welfare fees.

Opinion of the government and social workers

Karnataka Labor Minister Santosh Lad said, “We want to provide social security to domestic workers. This sector is unorganized, and women in particular suffer the consequences.” Meanwhile, social activist Ruth Manorama said, “This bill is being introduced after years of demand. It is welcome, but it will require some amendments.”
