As the West Asia war chokes global supply lines, Russia has stepped in with a strategic offer to “steadily increase” shipments of crude oil and Liquefied Natural Gas (LNG) to India. The proposal was delivered by Russian First Deputy PM Denis Manturov during high-level bilateral talks with Prime Minister Narendra Modi and External Affairs Minister S Jaishankar in New Delhi on Thursday, April 2, 2026.

  • The “Plan B” Summit: While 40 US allies met virtually to discuss de-mining the Strait of Hormuz, India’s face-to-face talks with Russia highlight a preference for bilateral energy security over multilateral military maneuvers.

Investigative Insight: The “Sanctions-Free” Corridor

The timing of Russia’s offer is a masterclass in Geopolitical Arbitrage. By leveraging the US sanctions waiver, Russia is effectively replacing Qatar and Saudi Arabia as India’s primary energy guarantor. However, there is a technical hurdle: Connectivity. Manturov and Jaishankar’s focus on “connectivity and mobility” refers to the International North-South Transport Corridor (INSTC).

With the Strait of Hormuz blocked, the traditional sea route is dead. India and Russia are now forced to accelerate the land-and-rail route through Central Asia and the Caspian Sea. If this “Hormuz Bypass” becomes operational for mass energy transit, it would permanently shift the center of gravity for Indian energy imports away from the Middle East. For the Modi government, the ₹38,424 crore in defense exports and the new S-400 deal create a “Security-for-Energy” loop with Moscow that even the “Stone Age” rhetoric from Washington cannot easily break.
