Amodei vs. Altman: Anthropic CEO Slams OpenAI’s Pentagon Deal as “Safety Theatre”

The gloves have officially come off in the battle for the “soul” of artificial intelligence. Following the Department of Defense’s (DoD) decision to blacklist Anthropic as a “supply chain risk,” an internal memo from Anthropic CEO Dario Amodei has leaked, revealing a scathing critique of OpenAI’s rival deal.

Amodei’s comments underscore a deep-seated ideological divide: while OpenAI seeks to “de-escalate” by staying at the table with the Trump administration, Anthropic is positioning itself as the last line of defense against state-sponsored AI overreach.

Amodei’s Internal Memo: The “Peacemaker” Myth

In a memo first reported by The Information, Amodei did not mince words regarding Sam Altman’s public narrative.

  • The “Lies”: Amodei accused Altman of “presenting himself as a peacemaker” while signing a deal that Anthropic found morally and legally untenable.

  • Caring for Principles vs. Employees: Amodei stated that OpenAI’s primary goal was to prevent an employee exodus, whereas Anthropic’s goal was to prevent human rights abuses.

Altman’s Admission: “Sloppy” and “Opportunistic”

The pressure on OpenAI appears to have worked. Only days after triumphantly announcing the Pentagon deal, Sam Altman took to X (formerly Twitter) to express regret over the rollout.

  • The “Friday Rush”: Altman admitted that the company “shouldn’t have rushed” to announce the deal on a Friday.

  • The Retraction: He acknowledged that the optics appeared “opportunistic and sloppy” and that the issues surrounding military AI are “super complex.”

The Mass Surveillance Red Line

The conflict hinges on whether the DoD will actually respect “technical safeguards.”

  • Anthropic’s Stance: Amodei believes that once a model is integrated into the “Department of War’s” infrastructure, the company loses the ability to prevent mass domestic surveillance.

  • OpenAI’s Amendment: In an attempt at damage control, OpenAI is now reportedly amending its contract to explicitly bar intelligence agencies like the NSA from using its technology for surveillance.

The Public Backlash: 2.5 Million and Counting

The deal has triggered a significant consumer response.

  • The Boycott: A dedicated website tracking the “Boycott ChatGPT” movement claims over 2.5 million people have signed the pledge or deleted the app.

  • Disillusionment: The estimate is based on social media shares, app usage data, and direct signatures, suggesting that the “AI for Humanity” branding of OpenAI is suffering its greatest reputational hit since the November 2023 board crisis.

Reality Check

Sam Altman is playing a high-stakes game of “diplomacy.” Still, the fact that he admitted the deal was “rushed” suggests that OpenAI was more interested in capturing the $200 million left behind by Anthropic than it was in perfect safety protocols. Therefore, while Altman claims to have the same “red lines” as Amodei, the military’s willingness to work with one and not the other indicates that OpenAI’s lines are likely much “blurrier.” In fact, the “NSA exclusion” may be a performative gesture, as military intelligence and civil intelligence often share the same data pipelines.

The Loopholes

OpenAI is amending the deal to exclude the NSA. In fact, this is a “Jurisdictional Loophole”—the National Security Agency is separate from the DoD, but the DoD’s own Cyber Command performs similar mass-data functions. Therefore, barring the NSA doesn’t necessarily stop the military from using ChatGPT for surveillance under a different department’s name. Still, the “Human-in-the-Loop Loophole”—Altman’s promise that humans will make all “lethal decisions”—is technically impossible to verify once the AI is embedded in high-speed, autonomous drone swarms.

What This Means for You

If you are a ChatGPT Plus subscriber, evaluate your personal data privacy. First, realize that “Enterprise” and “Government” versions of the model often have different data-logging rules than consumer versions. Then, if you are concerned about your data being used for “national security training,” you should ensure your “Chat History & Training” is turned OFF in your settings.

Finally, understand that this rivalry affects the quality of the AI. You should expect Anthropic (Claude) to become even more “refusal-heavy” as they lean into their safety-first brand, while OpenAI (ChatGPT) may become more “compliant” with government-style queries. Before you join the 2.5 million boycotting the app, wait for the Sunday CBS interview with Amodei to hear the full extent of the allegations against Altman.

What’s Next

The court battle between Anthropic and the Pentagon over the “Supply Chain Risk” designation is expected to begin its first hearing on Monday. Then, look for OpenAI’s revised contract terms to be published by mid-next week. Finally, expect Elon Musk (xAI) to exploit this friction by positioning Grok as the “truly patriotic” and “anti-woke” military alternative during his upcoming testimony before the Senate Armed Services Committee.
